Imperial Cape Cod  - SMALL Center Handle Tray CRYSTAL
8" diameter.
There is a mould or "straw" mark on the handle.  Also the seam line in the center of the handle is pronounced.
There are two area that are either water stains of something in the glass.
Please see extreme close up photos for condition.
